On February 28 and on April 3, terrorists attacked buses loaded with people from Gilgit-Baltistan and slaughtered dozens of members of the Shia community. The daylight attacks took place on the Kakakoram Highway, which is dotted with police and military check-posts. Eyewitnesses claim that police provided weapons to the assailants, who numbered thousands.
