I have the honour to write about the recent designs of Pakistan Army and it’s ISI to misguide USA and NATO forces by using Talibaan menace for its own interest.
Gilgit Baltistan is a disputed part of Jammu & Kashmir according to the UNCIP resolutions of 13th Aug. 1948 and 5th Jan 1949. Pakistan has to withdraw all its troops and civilians from its occupied Jammu & Kashmiri including Gilgit Baltistan according to 28th April 1949 Truce Terms of UNCIP. Instead of withdrawing its troops and civilian Pakistan is planning to build 5 Mega Dams on this disputed land by violating UNCIP resolutions.
Bhasha Diamar Mega Dam’s reservoir, located in Diamer (disputed Territory), would submerge 110 kilometres of the Karakoram Highway and around 80,000 people would be displaced initially. After extension of this dam about 300,000 local indigenous people will be displaced and about 200 KM area up to Gilgit town will be submerged. This will destroy the oldest Bhudha civilization besides other ancient civilization.
Pakistan also have the plan to build Mega dam in Skardu by submerging 200,000 aborigines population of this disputed area  for its own benefits.650 feet high Skardu Dam (disputed Territory), will submerge not only Skardu city along with its historical and secret religious places and forts but minerals and ancient houses of the whole Baltistan including Kharmang, Shigar, Khapolu, and many places of Rundo will be vanished from the earth forever.
Pakistan is also building a 3rd Dam in Bonji (disputed Territory),  on river Indus without consulting of the people, who have no representation anywhere in the world. Great loss  to our environment, wild life, minerals both semi and precious stones worth billions is expected. As far population is concern 80,000 in Diamar Bhasha Dam, 300,000  Skardu dam and about 30,000 in Bunji dam will be displaced, who are in indigenous people of this land.
Bhasha-Diamer dam without ensuring that the royalty from the dam would accrue to the people of Gilgit Baltistan. In fact, the reservoir spread over an area of 7.3 million acre feet in Diamer in Northern Areas of Jammu & Kashmir State and it would inundate about 32 villages. However, the power house is situated some kilometres away in NWFP and it is supposed to generate 4,500 megawatts of electricity. Given Pakistan’s step-motherly treatment towards the people of this disputed territory, the royalty from the dam would accrue to NWFP and not Gilgit Baltistan, because the power generating unit will be build  in Bhasha in NWFP with the intention to deprived the people of this disputed land. The people of Diamar and rest of Gilgit Baltistan are now quite sensitive about the issue and would go to any extent to fight for their rights.
The 2 million people of Balawaristan (Pakistan Occupied Gilgit Baltistan) appeal to World Bank, IMF, Asian Development Bank and all the financial and donor agencies and countries including China not to provide fund/Loan/aid, technical assistance  and technology etc to Pakistan for the construction of Mega dams like Bhasha Diamar Dam, Bonji Dam, Hanzel Dam, Skardu Dam and Khapolu Baltistan dam on disputed land.
I was informed by an inner reliable source, that the occupying forces are trying to attack on our area mostly Diamar surrounding of Bhasha Dam by the pretext of the presence of Talibaan. The actual design behind this so-called Talibaan is to eliminate the freedom struggle and the anti-Dam stand of the people of Diamar and Gilgit Baltistan, so the resistance is no more. If Pakistan did attack, Diamar will be immediate target and then other areas of our motherland one by one, to get money from world community on one side and to build 5 Mega Dams including Bhasha Diamar dam for its acute power crisis.
We the Ismailia and Shia anti Talibaan people give guarantee to USA, NATO and international community that there are no Talibaan in this part of the world. As far as the fight against Talibaan in Swat and other areas is concern, it’s fake one. Pakistan forces are using discriminate fire power against the public not against Talibaan. The displacement of 2.5 Million people from Swat etc is the proof of war against non-Talibaan. Talibaan are sent to other areas intentionally by giving them safe passage, so they could be used against NATO or Indian forces in the future if Pakistan come under attack like Iraq.
We the 2 million people of Gilgit Baltistan appeal to the international community, to put pressure on Pakistan not to use Talibaan hoax to build Diamar Bhasha Dam on this disputed land by threatening the people of Talibaan menace to gain its financial, technical and political goals.
