Date: Oct. 17th 2005 Ref: BN/41/IY/05 His Excellency Mr. Kofi Annan Secretary General United Nations New York Sub: Pakistani Brutality in Occupied Gilgit I have the honor writing to your honor about the brutality of the occupying regime of Pakistan. On 11th Oct 2005, some Al-Qaida terrorists opened fired on Shia Muslim in Basen, 8 kilometer from Gilgit City on the Ghezer road. As a result 2 innocent men (Shia Muslim) were killed and others wounded. 2 Terrorists got way towards the other side of the river Ghezer, while one injured terroirst was arrested by the local Police. Some documents and cards of Kohistan NWFP were found from his possession. This terrorist was admitted in DHQ Hospital Gilgit by the Police. Meawhile he was forcefully taken away by the Paki Ranger by the immediate orders of General Musharraf, with the fear of exposure of Paki intrigue. The Pakistani aim to kill the local Shia indigenous people is to settle the terrorists (Al-Qaida and Talibaan) from NWFP and other parts of Pakistan, without the hindrance of the local indigenous people. When the local people protested against this and argued, that this killer should not be taken anywhere unless the local Police interrogation is completed. The Paki Rangers opened fire on the public and took the terrorist and kidnapped a young Muslim (Shia) student of fifteen years age named Maqsood Hussain along with . On the next day the dead body of this innocent teenager was found. The colleague of the deceased student protested over the murder on 13 Oct in the morning and were peacefully dispersing when the Punjabi Rangers opened indiscriminate firing on the students and the unarmed civilians. As a result Pakistani Occupying forces (Rangers) killed 7 innocent people (including 3 women, who were killed by the Rangers in their houses in Gilgit. 2 Shopkeepers were also killed inside their shops, who even had closed their shelter to avoid the clashes. Thus 7 innocent civilians were killed by Paki forces. Rangers killed an ex chairman of Municipal Committee Gilgit, Mr. Saleem Reza in his house. "Paki newspapers’ reports suggest that Rangers fired 100000 (one Lac) rounds indiscriminately against the Shia population of Gilgit city, with the evil design to create sectarianism. According to the Pakistani newspaper "Daily DAWN" October 15, 2005, the death toll in Thursday’s violence in Gilgit rose to 12 after six more bodies, including that of a woman, were found in different areas of the city on Friday. Official sources said the deaths had occurred in firing between security forces and angry mobs. At least two personnel of the Rangers were among the dead and five others had been admitted to the Combined Military Hospital Gilgit for serious wounds.The deceased were identified as former municipal committee chairman Saleem Raza, Fida Hussain, Waheed Hussain, Hayder Abbas, Mohammad Hussain, Mohammad Yunus, Qadir Shah, Tahreen Batool (woman), Haseena (woman)and Saima (woman). On 9/10 Sep 2005 a month before this incident, ISI had kidnapped a Shia teacher, Mr. Bilal Hussain from Jamal Hotel Gilgit City and took him to the ISI Center Islamabad,who is still missing. Brigadier Riaz ullah Khan Chib, ISI central headquarter in-charge dealing about the internal security matters of Islamabad-Rawalpindi, Pakistan occupied Kashmir and Gilgit-Baltistan, ordered the notorious Colonel Fahim of ISI Gilgit to kidnap any Shia person, so that Shia population could be kept in fear. The orders of Brig. Riaz was passed to Col. Fahim at Gilgit, who carried out the orders. In the kidnapping the following members of ISI were involved. Naik Naseem Khan belonging to Village Pakka of Langar Khel area of district Lakki Marwat, NWFp, Pakistan; Naik Tassawar Hussain 33 years, who posed himself as a Major of ISI while leaving the Taj Hotel Gilgit, belongs to Chappar Mohallah of Choa Syedan Shah, which is the Tehsil HQ of district Chakwal, Punjab Pakistan. He is serving in ISI setup at Rawalpindi-Islamabad. He is serving in ISI Field detachment, Rawalpindi. Located behind MH i.e Military Hospital Rawalpindi, close to Odeon and Plaza cinema complex. His photo was recognized by both the Jamal hotel authorities in Gilgit as well as his neighbors in Chappar Mohallah, Choa Syedan Shah, Pakistan. Naik Naseem khan is a shrewd and a cunning Marwat individual. He has four brothers named Pir Muhammad, Asal Khan, Rehmat Khan and Haseeb Khan. All of them are now living in the village and few of them have worked in the cosmopolitan city of Karachi. He has approximately fifteen years of army service and is presently serving in ISI field detachment, Rawalpindi. His mobile telephone number is 0301-5117584. He is keeping his family with him in an army quarter in the locality of Rawalpindi Cantt, Pakistan, close to Military Hospital. Serious concern has also been displayed in different places of Balawaristan Pakistan Occupied Gilgit Baltistan) A prominent Shia religious leader of Balawaristan (Pakistan Occupied Gilgit Baltistan) was also killed by the ISI terrorist some months ago in Gilgit, whose assailant was also a Pathan from NWFP Pakistan. So far nobody has been framed, in this or any other killing of the local people. Pakistani occupying forces arrested the religious leaders of both the Shia and Sooni sects on 15th Oct, so the blames of their own crime can be put on the shoulders of the local religious leaders, with the evil intention to create sectarian gap between Shia and Soonis on one hand and evade the Al-Qaida terrorists and Paki Rangers on the other. Paki occupying forces arrested eight religious leaders and shifted them to Rawalpindi. The names of the detainees include Shia leader Agha Rahat Al-Husaini, Shaikh Mirza Ali, Shaikh Nayyar Abbas, former NALC member Deedar Ali, Sooni leader Maulana Qazi Nisar, Maulana Hussain Ahmad, Maulana Khalil Ahmed and NALC member Himayatullah Khan. We the 2 million people of Balawaristan (Pakistan Occupied Gilgit Baltistan) appeal the civilized world and Human Right Activists, to take the killing of the innocent indigenous people of Balawaristan and kidnapping of Mr. Bilal Hussain an urgent matter of concern and make accountable General Musharraf’s Military government of Pakistan in this regard.
