The local press reported on April 15th that the Government of Jammu and Kashmir has issued orders forfeiting the “Jagirs” of the Mirs of Hunza and Nagar and the Raja of Punial, because these Chiefs have been assisting the raiders in the Gilgit area.
As you know, Hunza and Nagar are in an area in which Pakistan is represented by a Political Officer. I asked the Ministry of Foreign Affairs to day what their reaction was to the Kashmir Government’s order. I was informed that a message was being sent to the Mirs, reassuring them of Pakistan’s interest in their fate, and telling them, in effect not to take the Kashmir Government decision tragically.

COMMENTS
These self-centered and opportunist chieftains of the former disputed State including Maharaja of Kashmir, Mirs of Hunza and Nagir and Raja of Punial were basically installed and pampered by the English. When the Gilgit Wazarat was handed over by the Sub-continent leaving English to the Maharaja of Kashmir, these Mirs and Rajas of Gilgit were awarded Jagirs in Srinagar by the Maharaja of Kashmir on the promise of loyalty. The Mirs and English tried their level best to thwart the impending revolution of 1st November 1947, but were unsuccessful. Baltistan-Laddakh Wazarat was already with the Dogra Maharaja. He combined these two Wazarats and formed the Third Northern Area Province of the State of J&K with provincial capital at Gilgit. The opportunist Mirs were worshipers of the rising sun and lost no opportunity and time to come into the good books of the English subservient black Angrez rulers of Pakistan. The presence of the tentacles of the Govt of Pakistan in Gilgit-Baltistan is illogical, illegitimate, illegal and fraudulent as well as completely cruel and colonial in nature. The Raja of Punial was from the very beginning loyal to the Maharaja of Kashmir and remained so even after the revolution in Gilgit.
THE FATE OF STRATEGIC GILGIT-BALTISTAN HAS ALWAYS BEEN WITH THE GLOBAL IMPERIALIST AND CAPITALIST POWERS. GOVERNMENT OF PAKISTAN IS SPINELESS IN THE MATTERS OF GILGIT-BALTISTAN.

Your telegram No. 518. I am greatful for this information which confirms indications I had already received, although I had not previously heard of introduction of Russian theme by Mirs of Hunza and Nagir. This is undoubtedly intended by them as blackmail. Reason given me for delay in accepting their accession has been Pakistan’s anxiety to avoid aggravating difficulties of Kashmir problem by accepting accession of two states which have hitherto been under suzerainty of Maharaja of Kashmir.
2. Pakistan Prime Minister is of course aware that no territory under Russian rule is literally contiguous to either Hunza or Nagir and that accession to Russia would involve the Mirs in complications with China and / or Afghanistan, through whose territories their communications with Russia must pass. I find it difficult to believe that Liaqat has taken this threat very seriously, but I know that Mirs displeasure and Pakistan’s apparent reluctance to accept their offers of accession has caused some anxiety here and that the Pakistan Government would gladly placate them by accepting accession were it not for their anxiety to avoid adding fuel to Kashmir fire.
3. If opportunity offers I will put suggestion here that India should be given prior intimation of Pakistan’s intention to send force to Hunza or Nagir. But in view of India’s failing to inform Pakistan beforehand of dispatch of troops to Kashmir or Junagadh, it is by no means certain that such advice would be accepted if a situation requiring dispatch of force should arise before the Kashmir dispute is settled to Pakistan’s satisfaction.
COMMENTS
In March 1948, the whole of Gilgit-Baltistan was in UN as the Third Northern Area Province of the former disputed State. The Fraud of Hunza and Nagar accession with Pakistan must be stopped and the Govt of Pakistan should not dodge through this hollow excuse to avoid giving rights to the people of Gilgit-Baltistan as enjoyed by other disputed regions.
WHY THE BRITISH PRIME MINISTER IS APPROVING AND GETTING IMPLEMENTED HIS WISHES AND DESIRES IN GILGIT-BALTISTAN EVEN AFTER THE CREATING OF PAKISTAN IN 1947 ?

You wrote to Pumphrey on the 13th March about the telegram sent to the Secretary of State by Mr. Gordon Walker while he was in India on the 21st February, on the position in Gilgit and enclosed a draft telegram informing the High Commissioner in Pakistan of the contents of that message.
The Prime Minister has seen the draft and approves it; and I am also able to say that the Foreign Secretary has seen and agrees with it.
I am sending a copy of this letter to Henniker.

Mr Gordon Walker has reported to the Secretary of State the information given to him under pledge of absolute secrecy by Liaqat Ali Khan on 23rd February. Though this was intended for Secretary of State and Prime Minister only we feel you should be aware of it. Actually Mohammed Ali said something of the same kind to Gen. Scoones in NewYork.
2. Liaqat said that last November the two semi-independent Mirs of Hunza and Nagir in Gilgit Agency signed an application for accession to Pakistan. Liaqat stalled and sent an official to contact them. On 22nd February he received a telegram to say they were disappointed not to have received an official answer from Pakistan and that if their accession were not accepted they would accede to Russia. In reply to Gordon Walker’s question Liaqat said there are Muslims the other side of the Frontier under Russian rule.
3. Gordon Walker expressed his gratitude for the information and told Liaqat that what he did was his own affair. He agreed with Liaqat that it was unthinkable that Russia should get territory on the Indian side of the Frontier. Liaqat said that he had replied to the Mirs that Pakistan was considering the matter and that they must wait for a reply and must not act hastily. He said he wanted to act in a full sense of his responsibility as a member of the Commonwealth and was in great doubt what to do.
4. Clearly you cannot use this information, or disclose your knowledge of it, but if the question should arise in any other manner you would no doubt suggest that Pakistan might send a force under its direct control to help keep order and protect Hunza or Nagir and at the same time explain to the Mirs the difficulty of accepting formal accessions at this stage of the United Nations deliberations.

ADDENDUM TO NOTES OF A MEETING HELD IN HPM’S RESIDENCE AT 1100 HOURS ON 4 MARCH 1949 TO DISCUSS THE GILGIT SITUATION.
The following should be added as additional paragraphs.
POSITION OF HUNZA AND NAGAR.
11. It was decided that no action should be taken to notify to UNCIP the accession of the Mirs of Hunza and Nagar as it was hoped to include them in the plebiscite area.
VISIT OF UNCIP TO GILGIT
12. It was decided that no objection should be raised to UNCIP or a Sub-Commission thereof visiting Gilgit if they so wished.

COMMENTS
1. The ceasefire given out in part 1 of the basic UNCIP Resolution of 13th August 1948, was implemented throughout the length and breadth of the former disputed State of Bolor, Jammu and Kashmir on 1st January 1949. On 5 March 1949, this Top Secret letter was initiated stating that Hunza and Nagar are firmly in the disputed region where plebiscite is yet to be held as part 3 of the basic UNCIP Resolution. Part 2 was demilitarization. After a brief pause on 28th April 1949, the infamous Karachi agreement was initiated. This was all a colonial and an imperialist global game.
2. This English Major General laid the foundations of the premier Intelligence Agency of Pakistan. The overwhelming majority of Pakistan is self-centered and ideologically zero people of Punjab. The English and the Americans know that in the shape of West Pakistan, they have given limited rule to the Punjabis for the first time in their entire history. The Punjabis have never ever before ruled in their history. They think that only Punjab is Pakistan and all others are traitors e.g. Bengalis, Kashmiris, Gilgitis, Baltis, Sindhis, Mohajirs, Baluchis etc. The Punjabi domination of Pakistan is the real curse of Pakistan.
3. The policy makers of Pakistan i.e. Generals, ISI officials, Ministry of foreign affair officers etc should study all this beside their personal plot and land documents to save themselves from further shame and embarrassment.
