On December 27th understood that PAKISTAN not accepting the accession of Gilgit but leaving it as part of AZAD Kashmir. On December 28th I issued following orders to Major ASLAM copy to Political Agent. “Civil administration under Political Agent already sent who is being instructed by Rahim regarding his duties. Generally speaking we want local people and chiefs under impression that Gilgit Agency is coming under Pakistan which will produce better co-operation. In fact however Gilgit Agency now under Azad Government. The Political Agent and officer commanding troops being the officers sent by Pakistan to Azad Government. Major ASLAM will be officer commanding Scouts as well as Officers Commanding troops. i.e. all armed forces will be under his direct command. He will decide upon all military plans and operations. Political Agent is requested to give him full co-operation”. 2. Some confusion now arisen regarding position of Gilgit, the Political Agent and officer Commanding troops because no (no) clear instructions have been issued to Political Department this connection with result that Peshawar has been sending signals to the Political Agent in effect contrary to our instructions from here. Example extract from North-West Frontier Province reference telegram to the Political Agent dated January 22nd. “If the Scouts involved in SKARDU Operations advise postponement if you agree. Government of Pakistan decided Scouts not (repeat not), (Gr.omitted) AZAD forces and are under your control etc. (etc.)” Again extract from the telegram from KHURSHID to the Political Agent dated January 21st. “Will arrive January 27th suggest you inform ASLAM that the position of the Political Agent as regards conflicts is unchanged and ask him to await our arrival. 3. Request position be CLARIFIED immediately as it is holding up operations. Suggest Frontier Government and Political Department be told that Gilgit is part of Azad territory and Major Aslam and the Political Agent our officers lent to Azad Government. That all instructions will be issued by Azad Government in future who will seek advice of Frontier Government in matters of policy. As present Political Agent is a civilian with no military background all troops and the conduct of operations must be entirely under military commander. If this is not desirable then a military officer should be appointed as Political Agent as well as officer Commanding troops. For the last six decades, the unIslamic and satanic sectarian divide and rule is the order of the day of the Govt of Pakistan to keep the strategic region of Bolor / Balawaristan in mutually antagonist state so as to fulfill the interests and requirements of the super powers, who matter and bestow power in the dark corridors of power structures of the Govt of Pakistan. There has been not a single moment in the entire history of Gilgit-Baltistan under the Govt of Pakistan’s illegal occupation that the incompetent Govt of Pakistan has not pointed fingers, snatched and nibbled religious freedom of the people of Gilgit-Baltistan. 2. All above is very self explanatory, eye opening and warrants international attention towards the gross violations of “Human Right Abuses” in Gilgit-Baltistan portion of Bolor i.e. the third Northern Area Province of the former disputed State. He has termed the 15th August 1947, Standstill Agreement finalized between Maharaja Kashmir and Mohammad Ali Jinnah (Quaid-e-Azam) of Pakistan as a fraud and only blames Maharaja Hari Singh for signing it for exploitation of Muslims and does not mention anything about Mr Mohammad Ali Jinnah. Can he or his fans/ readers provide an answer that why, who and how; the 24th October 1947, so called Azad Jammu and Kashmir Government was established in Jinjaal Hill, Trarr Khel, Poonch in clear violation of Standstill Agreement, only abrogated, when Maharaja Kashmir while on the run towards Jammu from Srinagar asked for instrument of accession with India on 26th October 1947. The revolutionary forces and leaders in Gilgit were ready with their preparations and plans to overthrow the Dogra cum British regime in Gilgit but were waiting for the decision of the Maharaja of Kashmir. They came into action after 26th October 1947, unfortunate decision of Maharaja Kashmir. Which is the genuine Government? 1st November 1947, Gilgit Government or the 24th October 1947, fraudulent Government of so called Azad Jammu and Kashmir? 2. Mr QudratAllah Shehab has rightly condemned the Govt of Pakistan, bad character Minister Mr Mushtaq Ahmed Gurmani, unnecessarily eulogized Chaudhary Ghulam Abbas of his native Jammu and has praised Sardar Abdul Qayum Khan, the Rasputin of Kashmir and the founder of Sardar kinship dynasty in Kashmir for his personal benefits only. The Govt of Pakistan uptill now has only looked after Sardar Qayum and his cohorts and siblings at the cost of people of all three interim administrations in the disputed former State i.e. Gilgit, Muzaffarabad and Srinagar. 3. He has completely ignored the real onground work of the Muslim elements of the former Jammu and Kashmir State Infantry Battalions for the liberation of Kashmir. Similarly, he has completely ignored the freedom struggle, contributions, sacrifices, patience and political work of the people of great Gilgit-Baltistan. This is a typical and abhorrent attitude of the most intellectuals and political leaders of the disputed State of Jammu and Kashmir, which has enhanced the chasm. 4. On page 289, this former bureaucrat has wrongly and mischievously mentioned that since 24th October 1947, the Azad Jammu and Kashmir Govt, represents and controls one third area of the former State of J&K including Gilgit and Baltistan. Furthermore he amplifies the confusion over Gilgit-Baltistan by stating that the Northern Areas of the State are under direct control of Govt of Pakistan. He and others like him think that they are the only well aware people of the former State. There are suppose to be three interim Govts functioning in the disputed region till the final resolution of the dispute. Gilgit-Baltistan region is area wise one third of the State and so called Azad Jammu Kashmir is one nineteenth of the State.
