- The Administrative Structure. Durring the hundred year rule of Dogras, Gilgit-Baltistan alongwith Laddakh was a part of the State of J&K. Only few border portions of Gilgit were under the dual control of Delhi Darbar and Maharaja’s officers. All the judicial powers were with the Wazir Wazarat of Maharaja, who was practically the Governor of these areas.
- The area under the State officerss i.e. Gilgit Sub-division, Astore and Baltistan Laddakh had all the facilities of life and infrastructure of administration e.g schools, colleges, hospitals, ration depots, roads, police, army and courts. But the areas under the control of English political agent had only name of Allah, and that too was also not remembered by all! There was only dust rising everywhere. In 1935, the sphere of this dust rising was enhanced for a period of sixty years.
- Gilgit again in the State of J&K::- In Aug 1947, when these areas again came into the control of the State, all citizens and constitutional rights were returned to these people. These simple and good people were not only surprised but were worried that what they will do with so many rights? Their only concern was eating the meat of the cows and they wanted to have an open permission of doing so; though they were eating it quietly. Once a law abiding Muslim imbued with the spirit of rights of neighbor, after performing Jumma prayer launched a complaint of cow slaughter against his neighbor and presented portions of the slaughtered cow as a proof to the Wazir Wazarat. The Hindu Wazir Wazarat, Ram Rattan scolded the complainant and said to him harshly that take away these proofs and you both eat it together quietly and do not tell me about this. The Dogra controlled areas had courts, appeal courts, fair law and no black law. These Jirgas, defence of Pakistan rules (DPR), frontier crime regulations (FCR), emergency laws etc were the gifts of the Govt of Pakistan’s colonizing administration.
- The Role of Sikhs during Partitioon :- In East Punjab, the Sikhs of Patiala broke all blackening records of cruelties and barbarities.
- Maharaja and Prime Minister of thhe State of J&K - Raj Guru and Sheikh Abdullah, 1946 - 1947 :- Initially Maharaja Kashmir, Sir Hari Singh was against Congress. He expelled Pandit Nehru during his tour of Srinagar, but in mid 1947, this animosity of him with Congress suddenly finished. Maharaja’s Rani was enticed by a spy chella Raj Guru of Mohatama Gandhi. Woman had got Adam thrown out of heaven and likewise Rani got Hari Singh thrown out of Kashmir.
- In June 1947, the Prime Minister of Kashmir, Ram Chander Kak came on a visit to Bhimber and stayed as a guest of mine in Dak Bangalow. I was posted there at that time with an Infantry company and a Cavalry squadron. He informed me that next day Maharaja and Colonel Faqir Singh are also coming as guests. I was taken back and made arrangements for the royal guests from Gujrat. After dinner at night, when we became frank; Kak Sahib surprised me by telling that he had prepared the Maharaja to agree to make the State independent; separate from both Bharat and Pakistan. Muslim Conference was also demanding the same and Maharaja had prepared a crown of gold for this purpose. But, Raj Guru was tightening his grip on Maharaja and now Mr Ram Chandar Kak was being kept distanced from Maharaja. Latter, this talk of the Prime Minister proved correct and that poor man suffered because of his policy. In July or June 1947, Mr Gandhi himself came to Srinagar and secretly arranged meetings of Sheikh Abdullah with Maharaja by bringing Shiekh Abdullah discreetly out of jail. The writer was in those days in Srinagar alongwith Maj Afzal (Shaheed) and at that time it was the talk of the town that Sheikh is being prepared against his own party Muslim Conference and for that he has been paid Rs 2 Crore and has been offered the appointment of Prime Minister of the State. At that time through Maj Afzal, I was busy in negotiations with Mohiudin Qarah about the future of the State. Qarah was underground those days. We had arrived at a complete understanding.

CONQUEST OF KARGIL IN 1948
After getting free from Skardu, Maj Ehsan (Nagiri) was fast advancing towards Kargil. In the way, he encountered the troops of Maj Koot of Indian Army. He (Koot) was caught unaware while he was relaxing along the bank of the river. Thereafter, Maj Ehsan’s Markhor Force speedily advanced towards Kargil from West. On the other side, my Tiger Force’s portion known as Eskimo Force under Shah Khan (Hunzaite) started advancing in the initial days of July towards Kargil from the East through Deosai plateau. In the meantime, Colonel Faqir Singh, who was an officer of the Maharaja’s State forces, was celebrating his capture of Kargil a few days earlier with 8th Jammu and Kashmir Infantry Battalion. In a high profile polo match function, Faqir Singh was enthralling the audience while riding a white horse. To his bad luck, Ehsan Ali Khan and Shah Khan had coincided, coordinated and secretly planned that the attack from East and West must commence when Colonel Sahib was galloping the horse after scoring a goal and his soldiers and local musicians were loudly applauding his goal. All accurate minutest detailed informations were passed on to our side by the patriot Baltistanis. On the day of occurrence, while the polo match was in progress, attack started simultaneously from East and West. Among Colonel and his riders, some ran and some fell down. Colonel’s ear got cut off by a bullet while he was running away. The rest, who were clapping like payadas (foot soldiers) of chess game were caught alive.
